Stephen is a Board Member of Civic San Diego and the Executive Director of the San Diego Housing Federation. He has a 23-year history in community and economic development in the Mid-City region of San Diego and the El Cajon Boulevard Business Improvement District, as well as working with then-San Diego City Council member Toni Atkins on redevelopment, infrastructure financing, and small business support. He has also served on the Board of the City Heights Community Development Corporation, a non-profit organization dedicated to providing affordable housing, employment opportunities, and quality neighborhoods in the community.
