San Diego Grantmakers Joins Opposition to Assembly Bill 2855

Bill Would Place Undue Financial Disclosure Requirements on Nonprofit Charitable Solicitations

San Diego Grantmakers (SDG), together with Northern California Grantmakers (NCG) and Southern California Grantmakers (SCG) and on behalf of the more than 600 philanthropic foundations and organizations that comprise our collective network, oppose Assembly Bill 2855, which requires that the website address of the California State Attorney General be included on the homepage of all nonprofit websites and donation solicitation materials.

NCG, SCG, and SDG join alongside more than 200 other organizations opposed to this bill (a list is included in the most recent bill analysis). 

While we agree with the bill's intent to promote responsibility and accountability in the nonprofit sector, the proposed legislation would place undue legal and printing costs on nonprofits, lacks compliance and enforcement details, and indirectly reinforces the detrimental ideology that low nonprofit overhead correlates to nonprofit effectiveness. Furthermore, there are several other publicly accessible resources beyond the Attorney General's website that contain similar and additional information to protect consumers and their charitable donations, such as GuideStarBBB Wise Giving AllianceCharity Navigator, and Foundation Center.

The SDG Board of Directors approved opposition to the bill during its April 6, 2016 meeting. Since then, the three California regional associations of grantmakers submitted joint letters to the Assembly committees on Privacy and Consumer Protectionand Appropriations expressing our opposition.
